What's planned, and why it matters
We are your neighbors near the Hornburg Jaguar lot at Sunset and Doheny. If this project is new to you, here is what is planned: a five-story, 90-foot office building with two full-motion digital billboards displaying 2,807 square feet of animated advertising, illuminated 24 hours a day. The largest billboard face would point across Sunset toward nearby homes and hillside neighborhoods. Construction would continue for years approximately 20 feet from homes on Carol Drive. We are not against development on this property. We are against this proposal. In June, the Planning Commission's Sunset Arts & Advertising Subcommittee asked the developer to consider relocating the billboard. The developer is returning without making that change. The October 1 hearing could be the final hearing before the project moves to the City Council. If it advances, there may not be another opportunity to address this problem. Our request is simple: tell Commissioners to continue the item and direct City staff to work with the developer to relocate the billboard face pointed directly at homes. Please do not assume someone else will speak for you. This is our time to speak up and make our voices heard.

In June, members of the Planning Commission's Sunset Arts & Advertising Subcommittee listened to residents and raised our shared concerns about placing a 2,300-square-foot animated billboard directly toward homes. The developer is now returning without changing it. The Commission has discretion here. This is not housing or a project the City must approve under state law. Commissioners can continue the item and require staff and the developer to pursue a better design, including relocating the billboard face away from homes. October 1 could be the final hearing before City Council. The commissioners who spoke up need to know the community still supports them. Dear Commissioners,
I live near this site, and I am writing about the 9160–9176 Sunset Boulevard item on October 1. I am not asking you to approve or deny the project. I am asking you to continue the item and direct City staff and the applicant to return with the large western billboard relocated to the eastern portion of the building, away from residential homes.
At the Sunset Arts & Advertising Subcommittee meeting in June, commissioners listened to residents and raised this exact concern, asking the applicant to reorient the billboards and/or change their size. The applicant has returned with the western billboard unchanged: 2,307 square feet across three floors, pointed north across Sunset at homes and lit 24 hours a day. The City has never approved a sign pointed directly at a residential building off Sunset. This should not become the first.
This is a discretionary commercial and off-site advertising request, and the Commission has the authority to require a better design before making a final decision. Approving the same orientation after the Commission raised concerns would tell this applicant, and every applicant after it, that a billboard may be pointed directly at a residential building and that the Commission's own direction can be ignored.
Neighbors have been asking for this simple change for years. Please continue the item and require the western billboard face to be relocated east, away from residences. Thank you for hearing us.
